1. How do I obtain a 911 address for my property?

The City of Kilgore is currently the addressing authority within the city limit boundaries.  You may request a 911 address by filling out the required application and submitting it to Kilgore City Hall or by email

2. Do I need to make an appointment to speak to someone in the Planning Department?

The Planning Department does have hours that are open to the public.  At those times, anyone can come to city hall and speak with someone in the Planning Department without an appointment.  Those hours are as follows: Monday 8 A.M.- 12 P.M., Tuesday 9 A.M. to 11 A.M., Wednesday 1 p.m. to 4 p.m., Friday 8 A.M. to 12 P.M. 3. How do I purchase tax trust property?

Tax Trust Property or sometimes called Back Tax Property can be purchased through the City of Kilgore if the property lies within the corporate city limits of Kilgore. The City Council must approve the sale of any tax trust property.  Please visit the related documents under the Planning page of this website for a current list of current available properties.

4. Can I move a mobile or manufactured home into the city limits?

Manufactured homes are only allowed in a licensed Manufactured Home Park or if you as a property owner are replacing your manufactured home.  Rules for replacement are 1). The manufactured home can be no older that five years old at the time of permitting 2). The manufactured home must be at least the same size or larger than the one that is being replaced 3). You must own the property and manufactured home and be living in the home for a replacement to be allowed. 4). The manufactured home on the lot can only be replaced one time. Absolutely no mobile home are allowed within the city limits.

6. How do I set up a pre-development meeting?

The City of Kilgore Permit Office can set up all pre-development meetings with staff members.  The phone number of the Kilgore Permit Office is 903-988-4119

7. How often does the Planning and Zoning Board meet?

The Planning and Zoning Board  meets on the third Wednesday of ever month at 8:30 A.M. Kilgore City Hall located at 815 N Kilgore Street.

8. What is the process for rezoning a piece of property?

1. Application is submitted to the Planning Department with a $300 non-refundable application fee
2. All property owners within 200 ft of the request will be notified by letter from the Planning Department, as well as notification in the local newspaper
3. First public hearing will be held at the Planning and Zoning Board Meeting - Anyone who wishes to speak for or against the zoning will speak at this time.
4. The Planning and Zoning Board makes a recommendation to the City Council.
5. The City Council will hold a second public hearing before voting on the rezoning request - Anyone who wishes to speak can also do so at that time.
6. After the second public hearing, the City Council will vote approval or denial of the request.

Please note any rezoning request that has 20% or greater protest from the property owners within 200 feet will require a 4 of 5 vote from the City Council for approval.

The timeline for a rezoning is 60-90 days.

9. When does the Zoning Board of Adjustment meet?

The Zoning Board of Adjustment meets on an as needed basis.

10. What is the process for applying for a variance?

1. Variances to the City of Kilgore Development Code must be considered by the Zoning Board of Adjustments unless otherwise indicated in the Code
2. Application is submitted to the Planning Department with a non-refundable fee of $175
3. Adjacent property owners are notified of the variance request
4. A public hearing is conducted at the Zoning Board of Adjustment meeting for anyone who wishes to speak for or against the variance request
5. Final Decision is voted on by the Zoning Board of Adjustment

Please note that decisions from the Zoning Board of Adjustment can only be appealed to a court of appropriate jurisdiction and not the City Council.

11. What is a requirement to pull an electrical, mechanical, or plumbing permit?

A copy of the subcontractor's Master's license and certificate of liability insurance is required in order to pull a permit.

12. What is the general process to obtain a building permit?

Submit a completed form of a building permit application and a site plan that reflects property lines with measurements of  preexisting and proposed structures. Depending upon project, up to 5 departments with the minimum of 2 may review the permit application.

13. Do I need a building permit for a car port?

Yes. A completed building permit application and a site plan that reflects property lines with measurements of preexisting and proposed structures.

14. Do I need a building permit for a storage building?

Yes. Any accessory structure that is 10 feet by 12 feet or 120 square feet and up requires a building permit.

15. How long does it take for my building permit to be approved?

Approval of building permits are contingent upon the number of departments that must review the permit application and whether if a department disapproved an aspect of the project, Time frame may vary from a day to a week depending on the scope of the project.

16. How much will my building permit cost?

Building permit costs are contingent upon the job value of the project.
