Texas LESO Program
The Kilgore Police Department has participated in the Texas LESO (Law Enforcement Support Office) Program since 2015. Under this program, the National Defense Authorization Act authorizes the Secretary of Defense to transfer excess Department of Defense (DoD) personal property to Federal, state and local Law Enforcement Agencies (LEA) with special emphasis given to counter terrorism. The LESO Program allows LEAs to receive excess DoD property that can be utilized for criminal justice purposes.
The Kilgore Police Department has utilized this program in the past to acquire medical kits, tourniquets, night vision equipment and an armored vehicle. The Kilgore Police Department is required to notify the public annually of excess property it could potentially request within the calendar year.
Examples of excess property the Kilgore Police Department may potentially screen, possess, or acquire from the Department of Defense within the next 12 months include:
Weapons (pistols, shotguns, long rifles), Weapon modification kits, Weapon parts, Training Weapons, Aircraft (Fixed & Rotary), Aircraft parts, Armored Vehicles (MRAPs, Peacekeepers, Armored HMMWVs & NTAVS), Vehicle parts, Weapon-mounted optics & lasers, Handheld Optics & lasers, Night Vision Devices (including thermal equipment), Optical & sighting equipment (range finders, boresights, etc.), Tactical cargo vehicles (HMMWV, Cargo trucks), Watercraft, Unmanned Ground Vehicles (all robots), Wheel assemblies, Tools (hand, pneumatic, & power), Purpose-built Handheld Breaching Equipment, Decontamination Equipment, Computers & peripherals, Camouflage & deception equipment, Radio & Telephone Equipment, Generators, Lighting & observation towers, Riot gear (helmets, face shields, fixed batons over 2 ft., wearable gear & shields), Capability Sets, and Camera Sets.
