Salary: Exempt $38,440 – $51,913

DEFINITION

Performs a variety of general and confidential personnel/human-resources related functions, and works directly with the City Manager, City staff and City employees. Under direction of the City Manager, researches, surveys, and collects employment data beneficial in decision making by the City Manager. Provides assistance to staff and employees in following established personnel policies and procedures. Provides oversight of all employee related laws and regulations such as ADA, FLSA, HIPAA, PHI, FMLA and Labor Laws.  Acts as the City’s risk manager.

SUPERVISION RECEIVED AND EXERCISED

This position is within the Administration Department, and reports directly to the City Manager.  May have oversight responsibilities.

ESSENTIAL FUNCTION STATEMENTEssential and other important responsibilities and duties may include, but are not limited to, the following:  

Essential Functions:

 

  1. Assist Department Heads with recruitment of employees, maintain personnel files, maintain the job classification and wage and salary plans, and process, orient and train new employees (City of Kilgore Personnel Policy: 400-Human Resources Responsibilities, pg. 15-18).
  2. Assist Department Heads in scheduling pre-employment drug screenings and physicals, and running background and driver’s license checks.
  3. File City employee worker’s compensation and City liability/property claims with the City’s Worker’s Compensation and Liability carrier.
  4. Conduct the annual worker’s compensation audit.
  5. Coordinate and assist with various committees as directed by the City Manager.
  6. Upon request, assist Department Heads and Supervisors with employee evaluation and documentation.
  7. Conduct benefit orientation for new hires and assist employees with issues relating to their benefits.
  8. Prepare and oversee health fairs and other employee related functions.
  9. Attend training and education classes in order to stay updated with current laws pertaining to Human Resources.

 

QUALIFICATIONS

Knowledge of:

Pertinent Federal, State and local laws, codes and regulations

Principles and procedures of record keeping

Thorough knowledge of grammar, spelling, and punctuation

Departmental procedures, policies, and rules

Basic principles and practices of budget preparation

Proficient in the use of Microsoft Office and Internet

Principles and practices of program development and administration

Advanced writing skills and report preparation

Management skills to analyze programs, policies and operational needs

City, State & Federal labor laws

Ability to:

Interpret, follow and apply departmental policies and procedures

Prepare clear and concise administrative and financial reports

Communicate clearly and concisely, both verbally and in writing

Establish and maintain effective working relationships in the course of work

Follow all safety rules and regulations of the department to which assigned

Identify and respond to issues, concerns, and needs

Analyze problems, identify alternative solutions, and project consequences of proposed solutions

Maintain physical condition appropriate to the performance of assigned duties and responsibilities

Work hours outside the traditional work week/schedule

Deal effectively and courteously with public and fellow employees

Handle difficult office situations with diplomacy

Maintain confidentiality of all aspects of job assignment

Experience and Training Guidelines

Any combination of education and experience that would likely provide the required knowledge may be considered.  

Bachelor’s Degree in Business Administration, Human Resource Management, or related field preferred.

Possession of certification in Human Resources (PHR or SPHR).  Candidates with equivalent knowledge, experience, and education may be considered,  Certification is required within four (4) years from date of hire.

WORKING CONDITIONS

Environmental Conditions:

Office environment; exposure to computer screens; working closely with others.

Physical Conditions:

Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time; manual dexterity required for setting up tables and chairs for meetings and training, moving and storing of filing boxes.
