Lawanna Williams, Assistant Director of FinanceLawanna Williams is a native of Kilgore being born at Roy H. Laird Memorial Hospital. Ms. Williams graduated from Kilgore High School and Kilgore Jr. College with an Associate Degree in Accounting. Employed with the City of Kilgore since September 1987, she has worked in the finance department, currently serving as Assistant Director of Finance. Lawanna is a member of the East Texas Municipal Clerk’s Association, Government Finance Officers Association of Texas and East Texas City Management Association. She currently serves as secretary/treasurer of the Outreach Community Development Corporation and is a member and past President of the Kilgore Oilpatch Kiwanis Club. OUR MISSIONThe Finance Department is responsible for developing, implementing, and maintaining the City's financial systems in conformity with generally accepted accounting principles; processing and disbursing funds for payments; process cash collections, managing investments of cash balances; publishing appropriate financial statements, reports and preparing the City's annual budget, and managing bonded indebtedness. The department strives to review and improve the efficiency and effectivenesses of the City's financial practices. ACHIEVEMENTSThe Finance Department received the Distinguished Budget Presentation Award. The award is presented by the Government Finance Officers Association. In order to receive the award, the City must publish a budget document that meets program criteria such as a policy document, as an operations guide, as a financial plan, and as a communications device. The City of Kilgore has received the award for the Annual Operating Budget document for each fiscal year since 2006. Through the Leadership Circle program, the Comptroller’s office awards certificates based on a self-scoring checklist that evaluates how local governments provide online access to their expenses and revenue. Local governments receiving a gold, silver or bronze Texas Comptroller Leadership Circle award have opened their books to the public and provide clear, consistent pictures of spending with detailed information on how tax dollars are allocated and spent. These top-ranking entities provide information online in an easily accessible, user-friendly format and set up features that allow taxpayers to easily drill down for more detailed information.
